To ask the Prime Minister what arrangements were agreed for milk at the meeting of the EEC Council of Ministers in Brussels; what is her estimate of the increase in price to the United Kingdom consumer per gallon of milk as a result of the quota regime; what is the capital value of the United Kingdom quotas on the basis of the transactions known to have been carried out in 1987; and what is the highest recorded value in pounds sterling per cow in terms of a cow with (i) average milk yield and (ii) upper decile yield.

Final decisions on milk are subject to confirmation by the Foreign Affairs Council on 22–23 February; they are set out in document SN 461/88, a copy of which has been placed in the Library. It is impossible to isolate the effect of quotas on consumer prices, but as supplies for the liquid market remain adequate I would not expect it to be great. The information sought in the remainder of the hon. Gentleman's question is not available.
