To ask the Prime Minister why Spain and Portugal have been excluded from some of the agricultural arrangements agreed by the EEC Council of Ministers; whether their output will qualify for other kinds of support; what is their production of the items in question and whether it is expected to increase; and whether the EEC will provide any money to support production or dispose of the surpluses.

Separate arrangements apply to Spain and Portugal either because of the provisions of the accession treaty or because of special decisions of the European Council. Although Spain and Portugal currently operate many of the common agricultural policy support arrangements, this is on a transitional basis. Data on production are contained in Document COM(87)1 Final, a copy of which is in the Library of the House.
