§ Sir Ian LloydTo ask the Secretary of State for Transport (1) whether, in the light of current experience in Australia, the United States of America, Canada, Germany and France, he will introduce legislation to facilitate the installation of coin-in-the-slot breath-testing devices in hotels, clubs, public houses and any licensed premises in which alcohol is consumed; and if he will make a statement;
(2) whether, in the light of current experience in Australia, the United States of America, Canada, Germany and France, he will introduce legislation to facilitate the installation of breathalyser ignition locks in motor vehicles generally and Government-owned vehicles in particular; and if he will make a statement.
§ Mr. Peter BottomleyWe view with interest the development of devices to deter drinking and driving and seek to assess experience of their operation. Self-testing devices can encourage drivers to drink up to the legal limit and underestimate the effects of the alcohol consumed. Ignition locks and other technological developments may have a role to play in the longer term. The best course of any driver is not to drink alcohol at all before driving.
