§ Mr. Andrew Mitchell
To ask the Secretary of State for Northern Ireland if he has recieved the 13th annual report of the Standing Advisory Commission on Human Rights; and if he will make a statement.
§ Mr. Tom King
The report has been published today, and copies have been laid before Parliament. It covers the period 1 November 1986 to 31 October 1987.
The report deals with a wide range of matters which the commission has considered during the year under review. These include emergency legislation, the European convention on human rights, the European and United Nations conventions for the prevention of torture, the European social charter, compensation for victims of terrorism and community relations.
Copies of my response to the commission's report and of the report itself have been placed in the Library.
