§ Mr. SpearingTo ask the Prime Minister when the official communique of the European Council Heads of Government meeting was made available to Her Majesty's Government; at what time of which day it was placed in the Library; and if she will make a statement.
§ The Prime MinisterThe official conclusions of the European Council will take the form of a single text which will be prepared once agreement is reached at the Foreign Affairs Council on the non-arable stabilisers package. 689W These conclusions will be placed in the Library of the House as soon as they have been circulated by the presidency. For the benefit of the House, two documents — the overall agreement (SN 517/88) and the detailed draft conclusions prepared by the German presidency before the European Council (SN 461/88)—were placed in the Library yesterday. As explained in the cover note, document SN 461/88 was agreed except in so far as it was modified by SN 517/88. It is those two documents which will form the basis of the single text which has still to be produced. As I said to the House yesterday, I apologise that the documents were not availabe before my statement.
