§ The Prime MinisterDocument SN 461/88 was a draft of conclusions circulated by the presidency before the European Council. It was overtaken by decisions taken at the Council in a number of important areas. The agreed outcome of the Council is recorded in document SN 517/88. This contains no reference to provision for exceptional circumstances, since I and a number of others strongly opposed any such reference, and no such provision was agreed.
