To ask the Prime Minister if she will make a further statement setting out precisely the exceptional circumstances which can be used to justify agricultural spending in excess of the guidelines under the Brussels agreement of 11 and 12 February, in the light of the publication since her statement of 15 February,Official Report, column 706, of annex V of the note from the presidency (EEC document SN 461/88).
§ The Prime Minister
Document SN 461/88 was a draft of conclusions circulated by the presidency before the European Council. It was overtaken by decisions taken at the Council in a number of important areas. The agreed outcome of the Council is recorded in document SN 517/88. This contains no reference to provision for exceptional circumstances, since I and a number of others strongly opposed any such reference, and no such provision was agreed.
