§ Mr. Michael ForsythI am pleased to announce that my right hon. and learned Friend has made the following offers of grant to the 17 colleges of higher education in Scotland for 1988–89. These offers are conditional on parliamentary approval of the Supply Estimates.

I welcome the improvements in efficiency that have been achieved in recent years. I am sure that the colleges will respond positively to the incentives that we have now introduced to raise income from sources other than the Exchequer and to improve efficiency yet further.
