How much the Treasury gained from the £109 million underspend on benefits and pensions; whether this sum will be added to the £9 million which they are paying to charities; and which charities will benefit.

The Government have made clear that the Exchequer will not benefit from the understatement of the RPI. The residual sum on the social security expenditure (after allowing for the ex-gratia payments), together with the sum arising in respect of the public sector pension schemes which the Government administer centrally, is estimated at about £15 million. Details of the arrangements for the payment to charities of this amount are still being worked out and will be announced soon.
