To ask the Secretary of State for the Environment if he will introduce legislation to make it compulsory upon owners of passages or places over which there are public rights of way to erect a notice stating the name and address of the owner.

No. It would appear both unnecessary and inappropriate to impose such a burden on landowners. In cases where applicants to modify the definitive map and statement of public rights of way have been unable to identify owners and occupiers, they may apply to the certifying authority for a dispensation.
