§ Lord James Douglas-HamiltonIn determining housing revenue account capital allocations, my right hon. and learned Friend takes account of housing authorities' planned programmes for tackling the needs of their areas, including the needs of the homeless. The allocations issued are not, however, hypothecated for specific purposes and it is for each authority to determine its own policies and priorities and to programme expenditure accordingly, within the resources available to it.
§ Mr. McAllionTo ask the Secretary of State for Scotland what proportion of homeless households in Scotland became homeless through mortgage arrears in each year since 1979; and if he will give this information for(a) Scotland as a whole and (b) each district council.
