§ Mr. Chris PattenDonors have responded promptly and generously with famine relief for the people of Ethiopia. About three quarters of the food aid needed in 1988 has already been pledged and is being delivered to the Ethiopian ports. If there is a major catastrophe it will not be because donors have failed to play their part but because, tragically, the civil war has prevented food from being delivered to those in need.
