To ask the Secretary of State for Transport how many people are in possession of an orange badge at the latest available date. Mr. Peter Bottomley: Information supplied by local authorities shows that at March 1987 there were about 840,000 badge-holders in England and Wales—over 14 per cent. more than at March 1986. We estimate that there are currently some 70,000 badge-holders in Scotland.
