To ask the Chancellor of the Duchy of Lancaster if he will make a statement on progress being made towards the reform of the Japanese liquor tax system as it affects the Scotch whisky industry.

The intentions of the Japanese authorities to introduce a single rate of tax for all whiskies is well on course for implementation on 1 April 1989.
