Mr. Wigley

To ask the Secretary of State for Wales if he will list in rank order the budgeted spending per head over grant-related expenditure allocation at ratepayer level for Welsh local authorities on the same basis as the criteria announced on 17 November in respect of the phasing out of domestic rates.

My hon. Friend the Minister of State, Department of the Environment, announced on 25 April that the threshold in England for inclusion within the residual rating arrangements will be increased so that only those areas where combined budgeted expenditure for 1987–88 of the authorities operating in that area exceeded the combined needs assessments for the area by more than £200 per head will be affected. In any case, part IV of the Local Government Finance Bill is not applicable to Wales.
