Mr. Nigel Griffiths

To ask the Secretary of State for Scotland what the minimum payment of the community charge, including community water charge, would have been payable by pensioners on basic retirement pension income in the current financial year, for each district, island and regional authority; if he will express each sum payable as a percentage of the total community charge in that area; and if he will make a statement about the average proportion of the community charge which will have to be met by those on low incomes.

[holding answer 22 April 1988]The information requested in respect of 1988–89 is set out in the table. All pensioners whose basic state pension is their only source of income, and whose capital does not exceed £3,000, will receive the maximum community charge rebate. In most cases they will qualify for income support. Income support rates already take account of the payment of the minimum contribution to rates and of water rates: in 1989–90 they will be adjusted to take account of the introduction of the community charge in Scotland. Many people on low incomes will have their full charge covered.
