Mr. Cousins

To ask the Secretary of State for Transport (1) if he will list the precepts and the district share of the total precept levy income paid into each metropolitan county passenger transport authority by each of the constituent districts in 1986–87 and 1987–88;

(2) what is his estimate of the poll tax precept and the district share of the total precept levy income to the paid to each metropolitan county passenger transport authority by each of the constituent districts on the basis of actual spending levels in 1986–87 and 1987–88.

The figures are given in the following table. Percentage shares under the two systems are based on rateable values and population respectively. As these are fairly stable, year on year, there is very little difference between the shares for 1986–87 and 1987–88.

The change in the percentage share under the new system is a consequence of the introduction of the community charge and is not related to the proposed change to billing.

1 Under the community charge system, precepting authorities levy a gross amount on the collection fund to cover all their expenditure. Grant in respect of their expenditure is paid into the district collection fund together with grant for expenditure by other tiers of local government and the share of the national non-domestic rate. It is not, therefore, possible to provide a figure for the passenger transport authority demand net of grant.
