To ask the Secretary of State for Transport what proportion of trunk road schemes planned to start between April 1987 and March 1989 have had their commencement delayed.

Of the schemes listed in the 1987 White Paper "Policy for Roads in England : 1987" (Cm 125), for a start of works by March 1989, just under one-third are not now expected to achieve this. These schemes have slipped for a variety of reasons, principally delay in the statutory procedures and technical and design problems.
