To ask the Secretary of State for Employment (1) how he defined the term "significant employers" in the context of the review of ethnic monitoring practice in the private sector;

(2) what firms or employees were included in the review of ethnic monitoring practice; and on what basis they were selected.

No review of ethnic monitoring practice has taken place. The figures provided by my right hon. Friend the Secretary of State in reply to the hon. Member on 30 March 1988,Official Report, columns 526–7, represent information gathered from the normal operational activities of this Department's race relations employment advisory service. No precise definition of "significant" is applied by the service but the major private sector employers visited are those regarded as likely to benefit from specialised advice which can assist the employer to formulate or develop policies and practices which ensure equal opportunity. RREAS provides a confidential service and details of individual organisations visited cannot be given without seeking the consent of those organisations. Resource considerations make this impracticable.
