asked the Secretary of State for Transport if he will introduce legislation as soon as possible to require private contractors to fit rear seat restraints when transporting children.

Seat belts or child restraints are required in the rear of all new cars and taxis first registered after 1 April 1987. I have no plans to extend these requirements to older vehicles. It is up to those negotiating contracts to consider whether restraints should be provided as a condition of the contract.

We strongly encourage the fitting and use of appropriate rear restraints in cars and for exposed seats in coaches.
