§ Mr. MoynihanOn 16 September the United Kingdom, together with the European Community, most member states and some 16 other countries, signed the Montreal protocol on substances that deplete the ozone layer. This provides for consumption of chlorofluorocarbons to be halved by the end of the century and for the halons to be held at the 1986 levels. This is a major environmental agreement in the negotiation of which the United Kingdom played a full part.
