§ Mr. HowardThe estimates are produced by a computer-based tax and benefit model developed by the Institute of Fiscal Studies which analyses separately information from the family expenditure survey for each of 28,750 households. The hon. Member may like to approach the institute for a copy of its working paper 58/87, "The IFS Tax and Benefit Model", which describes main features of the model.
