To ask the Secretary of State for Education and Science what effect contract funding of universities will have on the quality of education for students.

The implementation of contract-based funding arrangments is only one of the range of policies described in the White Paper "Higher Education: Meeting the Challenge" (Cm. 114) for improving cost effectiveness and quality in higher education.
