To ask the Secretary of State for Social Services if he will advise regional health authorities to ignore district health authorities' raising of income when allocating resources; and if he will ignore the extent to which income is raised in each region when allocating resources to the regional health authorities.

Mr. Newton

The allocation of funds between regional health authorities is concerned with net Exchequer resources and takes no account of the income which health authorities may raise and retain. The allocation of funds to districts is a matter for regions, and we have no plans to issue advice on this point.
