To ask the Chancellor of the Duchy of Lancaster what recent representations he has received regarding the sale and use of fireworks; and if he proposes to introduce any new regulations to govern these matters.

I have received fewer representations than usual this year about the sale and use of fireworks. Most concern children throwing them about and frightening people. The law against selling fireworks to the under-16s and letting them off in the streets was considerably strengthened by the Fireworks (Safety ) Regulations 1986 and the Consumer Protection Act 1987. There may, therefore, be more prosecutions for such offences this year and I expect that this will lead in due course to a reduction in the level of abuse.
