To ask the Secretary of State for the Environment if he will now consider raising the maximum discount available to tenants exercising their right to buy under the Housing Acts from the current ceiling of £35,000.

The limit is kept under review, but there are no plans for an increase in the immediate future.

To ask the Secretary of State for the Environment whether he proposes that tenants who transfer from a council landlord to an approved landlord will retain their right to buy with the subsidy that will he available to council tenants.

Section 8 of the Housing and Planning Act 1986 provides for the right-to-buy to be preserved where a house or flat occupied by a secure tenant is transferred to a private landlord. The section has not yet been brought into force because detailed regulations adapting the right-to-buy legislation for this purpose are still in preparation. In the meanwhile the position of tenants transferring to private landlords can be protected by contractual arrangements.
