§ Mr. Kenneth ClarkeThe change in legislation envisaged in the Duchy of Lancaster Bill would not of itself create an increase in revenue, as the increase in value of a site could be realised by the sale of the site, and reinvestment of the proceeds. What the proposed legislation makes possible is the retention of the site and the enhancement of the value by way of increased rental from the site, rather than by sale and reinvestment.
