§ The Prime MinisterThe European Council in December will discuss the future financing of the Community, including proposals to improve budget discipline and management. I intend to make clear, as I did at the last European Council. that there must be agreement on effective and binding control over Community spending before the question of any changes to the current limit on resources can be considered.
