asked the Secretary of State for the Environment what is the outstanding level of debt for each of Britain's 10 water authorities compared with the level of their water rates.

The outstanding debt of each of the English water authorities as a percentage of its annual turnover is as follows:

The Welsh water authority is a matter for my right hon. Friend the Secretary of State for Wales. There are no water authorities in Scotland.
