asked the Secretary of State for Transport what are his current criteria for determining whether householders living near a new stretch of motorway are eligible for double glazing; and if he will make a statement.

The criteria applying to dwellings near a new motorway are those in the Noise Insulation Regulations 1975. Regulation 3 requires that traffic noise at a facade of a property shall rise by at least ldB(A) to 68dB(A) or more and that noise from the new highway shall contribute at least IdB(A) to the overall increase.
