asked the Prime Minister if the speech by the Minister for Environment, Countryside and Planning on the occasion of the launch of the United Nations world commission on environment and development report on 27 April represents Government policy; and if she will make a statement.

Yes. My hon. Friend welcomed the report of the World Commission on Environment and Development on behalf of the Government. The report raises a number of complex issues which we are now studying in detail. In his remarks, my hon. Friend referred to the initiative taken by the Government on the problem of the debt burden of the poorest Sub-Saharan African246W countries which was announced by my right hon. Friend the Chancellor of the Exchequer at the spring meetings of the World Bank and the IMF at the beginning of April.
