Mr. Alfred Morris

asked the Secretary of State for Social Services if, pursuant to the reply to the right hon. Member for Manchester, Wythenshawe on 27 January, Official Report, column 226, he will list those authorities which made no arrangements for the provision to disabled people of (a) telephones, (b) aids to daily living or (c) adaptations in the last year for which information is available; if he is satisfied that not one disabled person in those authorities needed the particular service; and if he will make a further statement.

Mr. Major

[pursuant to his reply, 9 February 1987, c. 130–31]: It is for the relevant local authority to satisfy itself as to what is necessary to meet the needs of a particular disabled person under section 2(1) of the Chronically Sick and Disabled Persons Act 1970.

Those local authorities which made no provision for each of the items specified for the year ending 31 March 1986 are listed in the table.

The table refers only to provision by social services departments. In some areas, some or all housing adaptations for disabled people are provided by housing authorities.
