Dr. Godman

asked the Secretary of State for Social Services if he has any plans to increase assistance in the form of single payments to assist mentally handicapped people to set up home in their communities.

Mr. Major

The Government have already announced their intention to replace the existing single payments regulations in April 1988. Grants to promote community care will be made from the new discretionary social fund, in particular, to help people to re-establish themselves in the community following a stay in institutional or residential care. We plan to target help on vulnerable groups including mentally handicapped people and hope to be able to respond to their needs in a more flexible way then the present system allows.
