asked the Secretary of State for Education and Science when he will be initiating the consultations on the order which will bring into effect the 1 October 1987 pay increases for teachers.

I have today sent to the relevant local education authority associations, teachers' associations and bodies representing the interests of governors of voluntary schools, drafts of the following:

  1. (a) an order which provides for the 1 October part of the 1987 pay increase for school teachers by reference to the document described below;
  2. (b) a document to be published by Her Majesty's Stationery Office entitled "School Teachers' Pay and Conditions Document 1987" which sets out the provisions which will be brought into effect by the order, including the conditions of employment previously set out in the first order; and
  3. 6
  4. (c) a circular identifying key features about the arrangements for pay set out in the document.

Any comments have been invited by 17 July. These drafts fulfil the Government's intention announced on 2 March to provide for an average 16.4 per cent. pay increase for teachers in 1987 and to introduce a new pay structure.
