Mr. Wigley

asked the Secretary of State for Wales in which circumstances local planning authorities may consider the Welsh language as a factor in decisons relating to planning permission; and if he will make a statement.

Local planning authorities are required in dealing with a planning application to have regard to the provisions of the development plan, so far as these are material to the application, and to any other material considerations. Policies which relate to the character and way of life of a community, including the needs and interests of the Welsh language, may properly be among the provisions or considerations material to an application.
