Yes, such a quota applies for employers with 20 or more workers.

asked the Secretary of State for Northern Ireland how many (a) disabled people and (b) registered disabled people are employed in action for community employment schemes in Northern Ireland: and what percentage this represents.

47 disabled people are currently employed under ACE. It is not known how many of those are registered disabled. This represents 0.8 per cent of ACE employees.
