asked the Secretary of State for Education and Science if he will make a statement about the Government's plans to delegate to schools control over their budgets.

I intend to bring forward legislation:

  • (a) to ensure that parents and the community know on what basis the resources available to schools arc distributed in their area and how much is being spent on each school;
  • 83
  • (b) to give the governors of all county and voluntary secondary schools, and of larger primary schools, freedom to take expenditure decisions which match their own priorities, and the guarantee that their own school will benefit if they achieve efficiency savings.

I am today publishing a consultation paper which explains the Government's proposals in detail. I should be glad to receive comments on it by 16 September 1987. Copies of the paper have been placed in the Library.
