§ Mr. HowardWe considered all the comments received in response to the proposals in the Green Paper "Paying for Local Government" (Cmnd. 9714). The Co-operative Union Ltd. was sent an official acknowledgement to that effect. The Government have responded generally to these representations by confirming their intention of proceeding with the main proposals; by changing some of the operating procedures for the community charge and by announcing transitional arrangements for the move to a national non-domestic rate poundage. We are still considering other aspects of the responses.
§ 73. Mr. Easthamasked the Secretary of State for the Environment if he will now publish all the responses received by him in response to "Paying for Local Government", Cmnd. 9714.
§ Mr. ChopeI do not have the permission of those who submitted comments to publish their views. But my right hon. Friend placed a summary of the responses we received in the Library on 15 December 1986.
