asked Her Majesty's Government:

Whether, in view of the severe weather, they will relax the rules limiting the time for which the young unemployed may stay in bed and breakfast accommodation, in order to prevent any of them having to live outdoors.

There is already an extensive list of exemptions from the time limits on supplementary benefit board and lodging payments to protect vulnerable groups, such as the long-term sick and disabled. There is also a discretionary power to exempt in individual cases to prevent exceptional hardship.
