asked the Secretary of State for the Environment what is the target level for maximum annual radiation exposure of any member of the public to be used by his Department in considering an application for a radioactive waste disposal facility, expressed in millisieverts per year; and when this target level was defined.

The target applicable to a single repository at any one time is a risk to an individual in a year equivalent to that associated with a dose of 0.1 mSv. This target was defined in "Disposal Facilities on land for Low and Intermediate Level Radioactive Wastes: Principles for the Protection of the Human Environment", published by HMSO in December 1984.
