Mr. Teddy Taylor

asked the Minister of Agriculture, Fisheries and Food if he will publish a table showing the planned expenditure on the various activities of the common agricultural policy in 1987 before and after the agreement of the Council on 16 December in such a way as to demonstrate the manner in which the saving of £1,200 million in planned expenditure in 1987 is to be achieved.

The Community's draft budget for 1987 includes the following provisions for the common agricultural policy:

The decisions taken by the Council on 16 December, including the programme for disposal of butter stocks with delayed reimbursement to member states, will affect 1987 expenditure as follows:

These figures do not take account of the revised social butter scheme, the effects of which will depend on uptake by member states, or of restrictions on intervention for dairy products on which the Council undertook to take further decisions by the end of February 1987.

The overall savings of 940 mecu—£650 million—are expected to be used to offset other areas of guarantee

1The rates of levy vary for different tariff headings. The rates quoted are: beef and veal—carcase; pigmeat—carcase; poultrymeat—70 per cent., chickens; rice—wholly milled long grain; olive oil—virgin; eggs in shell. Levies are shown after adjustment for the UK monetary compensatory amounts where applicable.

2In practice the United Kingdom's imports from third countries are normally covered by the Lomé convention and enter the Community levy free.

3A special lower rate of levy is applicable to imports of butter from New Zealand.

4Most imports of beef from third countries are subject to special arrangements allowing entry at reduced levy rates.
