asked the Secretary of State for Transport what is the current position concerning the draft Dangerous Substances in Harbour Areas Regulations.

I have laid these regulations before Parliament today. They will come into force, for the most part, on 1 June 1987.

The regulations and associated code of practice will replace nearly 300 sets of byelaws made under the Explosives Act 1875 and the Petroleum (Consolidation) Act 1928 and the whole or parts of some other harbour byelaws or local Acts.

They will, along with current Merchant Shipping legislation, provide comprehensive controls over the carriage, loading and unloading of all dangerous substances in harbours and harbour areas.
