Whether the political balance within the House of Lords is one of the criteria used in recommending names for inclusion in lists of "working" Peers.

It has rightly been the practice of successive Prime Ministers not to disclose or discuss details of the procedures and processes by which their recommendations to the Crown for inclusion in Honours Lists are arrived at, and my right honourable friend the Prime Minister does not propose to depart from that practice.
