asked the Paymaster General if the eligibility rules for the job training scheme will allow women who are unemployed, but not in receipt of benefit, to participate in the scheme and receive a training allowance.

Mr. Kenneth Clarke

[pursuant to his reply, 5 February 1987 c. 761]: The job training scheme is being targeted on those most in need and able to benefit from training for a vocational qualification to obtain employment. Provided men or women have been signing as unemployed at an unemployment benefit office for six months or more, they will be eligible for the scheme. If they did not receive benefit immediately before starting training, but claimed credits for national insurance contributions, they will receive a training allowance whenever a change in their circumstances would have entitled them to benefit had they remained unemployed.
