asked the Secretary of State for the Home Department when he expects to be able to respond to representations made to him on behalf of Paul Cleeland, a prisoner at Parkhurst, on 29 July 1986 by the hon. Member for Hertford and Stortford (Mr. Wells) and the hon. Member for Stevenage.
