Mr. Robin Cook

To ask the Secretary of State for Social Services (1) what consultations he has had with representatives of the ethnic minority communities concerning the introduction of automatic passport checks for claimants; and what assessment he has made of the implications of this practice for good race relations;

(2) why the "Income Support Manual" instructs his Department's staff to inspect immigration documents, including passports, of those claimants who have come to live in the United Kingdom during the past five years, and whether this represents a change from the current supplementary benefit procedures.
