It is not possible to give a further breakdown of the savings figures in precise terms as they were largely derived from a computer model that encompassed all the major changes in structure and associated changes in other benefits. This could be rerun only at disproportionate cost. Modelling work the Department has already done, however, would indicate that the figure includes a saving of approximately £80 million from the new capital rule and £46 million from increasing the rent taper from 60 per cent. to 65 per cent.
