To ask the Lord Privy Seal if he will introduce legislation to provide for a register of commercial lobbying organisations, with power for the House of Commons Commission to provide rules and penalties for those in breach; and if he will make a statement.

No. As the Select Committee on Members' Interests noted in its first report, Session 1984–85, such a register would pose formidable problems, not only of definition and enforcement, but also of principle, in so far as it gave registered "lobbyists" preferential access to Parliament.
