23. Sir John Farr

To ask the Secretary of State for Northern Ireland when he proposes to introduce a declaration of non-violence to be undertaken by all local government election candidates.

Mr. Needham

The Government's discussion paper "Elected Representatives and the Democratic Process in Northern Ireland" sought views by 30 November on such a proposal. We are now considering the way forward in the light of the responses received.
