§ Sir Barney HayhoeTo ask the Secretary of State for Social Services when he expects(a) the necessary operational details of the proposed community charge rebate scheme to be available and (b) sufficient data to be available centrally to set up the appropriate models to determine the parameters of the poverty traps which would be created by the proposed community charge; and whether he will specify the main aspects of the proposed community charge rebate scheme which have yet to be decided.
§ Mr. ScottWe hope to publish draft community charge rebate regulations in the spring or early summer of 1988, following consultation with the local authority associations. Information on the effects of the rebate scheme will not be available until further decisions have been made.
