To ask the Secretary of State for the Environment if he has any new proposals to allow local authorities to use the receipts from council house sales to finance the building of new council homes.

To ask the Secretary of State for the Environment whether he will allow balances from the sale of council houses to be used, by mutual agreement, by housing associations and trusts for the building of new low-cost homes; and if he will make a statement.

Mr. Waldegrave

Authorities may already use their housing investment programme allocations or the prescribed proportion of their capital receipts to make loans or grants to housing associations. The future use of capital receipts from the sale of council houses will be discussed in the Government's forthcoming consultation paper on a new financial regime for local authority housing.

To ask the Secretary of State for the Environment how many council houses have been sold to sitting tenants in England since May 1979.

Mr. Waldegrave

From April 1979 to June 1987, about 811,000 tenants bought their houses from English local authorities and new towns.

87. Mr. Summerson

To ask the Secretary of State for the Environment how many right-to-buy applications have been received by the London borough of Waltham Forest since 1 April 1986; and how many council dwellings have been sold since that date.

Mr. Waldegrave

The London borough of Waltham Forest has not submitted a return of right-to-buy applications or of council house sales in the period from April 1986.

Mr. Summerson

To ask the Secretary of State for the Environment how many right-to-buy applications have been received by the London borough of Islington since the Housing Act 1980 came into effect; and how many council dwellings have been sold accordingly.

Mr. Waldegrave

The borough of Islington reported 4,915 applications for the right to buy and 921 sales completed in the period up to the end of June 1987.
